How Schools are Funded

Public schools in Washington State are primarily funded by the state, which covers basic education such as teaching and classroom operations. However, this funding does not fully meet all student and facility needs.

School Construction Bonds

School construction bonds are voter-approved and used to build new schools, replace aging facilities, and complete major renovations. These investments ensure students have safe, modern learning spaces. A bond needs 60% approval to pass. Bonds allow school districts to collect money up front for major construction projects, and the debt is paid off over 10-20 years. Bonds are sold to investors to fund school construction and capital facility improvement projects. The construction projects are competitively bid, providing taxpayers with the best value. The work results in jobs right here in our community.

Capital Levies

Capital levies fund ongoing facility needs such as repairs, safety upgrades, and infrastructure improvements. They help maintain school buildings and keep them functional and up to date. Levies need 50% plus one vote to pass.

Education Levy

An Education Levy (also known as the Educational Programs and Operations levy) is a voter-approved local funding source that supports essential school operations not fully funded by the state, including staff, student programs, athletics, STEM, and day-to-day services that help schools run effectively. This levy needs 50% plus one vote to pass.

Technology Levy

A Technology Levy is a voter-approved local funding measure that supports student access to technology, including devices, infrastructure, and digital tools, helping ensure safe, reliable, and modern learning environments. This levy needs 50% plus one vote to pass.

2026 School Construction Bond & Education Levy

Thank you to our community for approving the 2026 School Construction Bond & Education Levy. Both measures in the February 10, 2026, special election passed by more than 63%. Learn more about the projects and process.

2022 Capital & EPO levies

The 2022 Capital Levy funds building upgrades and improvements across the district, including the rebuilding of Jackson and Madison elementary schools. It also funds classroom technology, facility maintenance, and safety enhancements. The 2022 EP&O Levy funds student services, programs, and supports that go beyond what the state fully covers.

Facilities & Planning Department

The Facilities and Planning Department supports the safe, efficient, and long-term operation of school buildings and district sites. The team leads planning for new construction, renovations, and other projects to ensure learning environments meet the needs of students and staff. They also oversee future capital planning that supports the district’s growth and future priorities.
