Jackson Elementary School Replacement Updates
2022 Capital Levy Planning
Capital bonds and levies represent the largest sources of capital fund revenues for the district, far exceeding the other capital fund revenue sources such as School Construction Assistance Program Funds (SCAP), school impact and mitigation fees, property sales and leases, and interest earnings and grants. District staff prepared capital facilities information and provided to the board for their consideration of a capital levy in February 2022.

Cascade HS Science Building Replacement

Description
This project includes demolition of existing science building and site amenities. New construction will be steel and concrete, with masonry and metal exterior cladding and a membrane roof. The project also includes demolition or repurposing of the 5,000 SF auto shop building and adding an equivalent amount of new space to the science building designed to focus on STEM/CTE career pathway programs. Exterior work will include site improvements as required by construction activities. The design will focus on alignment to the science course graduation requirements and students’ access to new science standards, continued access to auto maintenance and technician program as well as opportunity for enhancing the new STEM/CTE career pathway program – Aerospace and Advanced Manufacturing.

Clean Building Act Upgrades

Description
To comply with the Clean Buildings Act, a law that was passed by the state legislature in 2019, work will likely include replacement of the entire heating, ventilation, and air conditioning (HVAC) system, at Jackson HS; Evergreen MS and Heatherwood MS. Work at Sequoia HS and Gateway MS will require various selected upgrades to the HVAC systems, including boilers, pump, hydronic piping, air handlers, valves, and HVAC controls system. Due to the size and scope of the project, the project will be phased, with work beginning in 2023. Additional work that may be necessary to comply with this new law may include the addition of electrical sub-metering, and building envelope upgrades, such as adding insulation.

February 3, 2025 Updates
Jackson HS: The new chillers are piped and wiring nearly completed. Planning is ramping up for the work this summer.
Gateway MS: The pre-construction meeting has taken place, and planning is fully underway for work this summer.
Heatherwood MS: Submittal review underway. The School Board approved the award bid to the low responsive bidder, Apex Mechanical.
Evergreen MS: Project advertised to bid last week with bids due March 6, 2025. Phase I which will consist of replacing all equipment in the boiler room scheduled to begin construction summer 2025.
Sequoia HS: Meeting schedule being established.
January 2, 2025: Jackson HS: All gym air handler fans were installed, except for one that will require additional work, and was deferred until the summer. The old chillers have been removed and the new ones have been installed. They will be connected and started up over coming weeks in preparation for their use later in the spring.
November 1, 2024: Training was completed for the new boilers and pumps, as well as a first look at the Distech system which controls the new equipment at Jackson HS. The chiller is expected to be replaced on December 30, 2024 and planning is underway to support that. The school board awarded the bid to Delta Mechanical for Gateway MS, and Apex Mechanical for Heatherwood MS.
July 1, 2024: At Jackson HS, the summer construction work is well underway. All demolition in the boiler room has been completed and the new boilers are being set. Ceilings and heating water piping demolition is nearly complete, and VAVs on the first floor are being removed. Work on the new heating water piping and terminal units has begun. The controls contractor is pulling wire and preparing for their work.
March 1, 2024: The school board awarded the Jackson HS Mechanical Upgrade project to Ramsett Mechanical. Both Heatherwood MS and Gateway MS Mechanical Upgrade plans have been submitted for permit with plans to bid in the fall.
November 1, 2023: The Jackson HS Mechanical Upgrade design is nearly complete with plans to bid on November 20, 2023 with work beginning summer of 2024 and finishing fall of 2025. The Heatherwood MS Mechanical Upgrade design is underway and about halfway complete. The Gateway MS Mechanical Upgrade design is in progress and is about one quarter complete.
July 1, 2023: The design team is on track to submit for the mechanical permit in the fall of 2023. Work will begin at Jackson High School in the summer of 2024. The work will entail replacing the existing gas fired boilers with new more energy efficient boilers and replacing the chiller and other mechanical equipment with more energy efficient equipment.
Heatherwood Middle School’s mechanical and electrical project design has begun.
Gateway Middle School’s mechanical design has begun for a boiler plant upgrade.
All school district sites have been setup in Energy Star’s Portfolio Manager, which is the tool required for reporting Energy Use Intensity for the Clean Building program.
April 1, 2023: Site visits are being arranged for the proposed technology that the new energy code will require, which is new to Everett School District. This new direction is being coordinated between the designer, maintenance & operations and facilities & planning. Work continues on the mechanical design for Jackson HS, and for overall project phasing for the project.
January 3, 2023: Several options for mechanical systems designs have been reviewed by district staff and one HVAC design option has been selected. Existing piping at Jackson High School has been diagramed in preparation for redesign. Design work for the new HVAC system at Jackson HS is in progress.
December 1, 2022: Overall strategy for undertaking the various components of the project is being developed. Several options for the mechanical systems configuration have been prepared and are being reviewed by district staff to determine the best course of action.
October 25, 2022: The design team has made a preliminary estimate of costs for several HVAC system types, each with its own corresponding savings in carbon emissions. Project design is to begin in November.
Emerson ES Playground (complete)

Description
A new district standard playground will be installed at Emerson ES in the summer of 2025.

September 11, 2025: The playground installation is complete.
June 11, 2025: Work will commence this summer and the district will repair drainage for the playground.
March 12, 2025: The design phase is complete. The district is in the process of finalizing the third party contract with KCDA and Landscape Structures. The playground will be installed during the summer of 2025.
February 11, 2025: The district met with school staff and the design phase is nearly complete.
Everett HS Classrooms and Cafeteria Modernization

Description
This project includes a full modernization of all the classrooms including the cafeteria and kitchen in the Civic Auditorium building, including approximately 25,000 SF of classroom space on two floors, a complete modernization of the 16,600 SF cafeteria and kitchen on the third floor and upgrades to the mechanical and plumbing systems. Improvements will include seismic upgrades, demolition of an exterior enclosed ramp system, construction of a new 350 SF stair, elevator and vestibule, a new room, a new HVAC system and miscellaneous site improvements.

June 12, 2025: Final Ed Spec Workshop was held on June 5, 2025. Architect is finalizing the Ed Spec document. Board approval of the Ed Spec is scheduled for Aug 19, 2025. Conceptual Design will commence within the next month.

Garfield ES Playground (complete)

October 16, 2024: This project is complete.
August 19, 2024: The contractor has installed the play equipment in the small playground, and it is ready for use. The play equipment has been installed in the large play area and the contractor is working on the border, asphalt, and engineered wood chips. The larger playground will be completed by the end of September.
April 10, 2024: The district is under contract for the new playground to be installed summer of 2024.
February 7, 2024: We have presented options to school administrators and are on schedule for installation in summer 2024.
October 20, 2023: Fora Landscape Architects are working with playground contractors on design options to be presented to school administrators.
Jackson ES Replacement

Description
This project includes demolition of the existing school building. New construction will be steel with masonry and metal exterior cladding with a membrane roof. The existing covered play structure will be modernized. Site amenities include parking for approximately 100, a parent drop-off/pick-up loop, bus loop and parking for buses, new playground area and grass playfield restoration. The capacity of this school will be increased by adding new permanent classrooms. The school will be fully occupied during construction.
Jackson HS Information Technology Pathway (complete)

This project includes the conversion of two general ed classrooms and associated equipment for the creation of a new STEM career pathway program.

August 19, 2024: Work is complete and has been turned over to our technology department for installation of CISCO equipment.

March 1, 2024: The planning team continues to meet regularly to design an information and technology pathway program.
November 1, 2023: Curriculum program is in design. Building design development is underway and construction will take place in 2024. Classes will be available for the 2024-25 school year.
July 1, 2023: The design team has been chosen and will begin the design based on program needs. Design and permitting is anticipated to complete in the spring, with construction starting in July of 2024.
April 11, 2023: The planning team continues to meet regularly to design an information and technology pathway program. The district’s career & technical education department is developing the program and selected staff members are starting CISCO training.

October 25, 2022: The planning team, made up of employees from LITS, CTE, and Facilities, has visited Bellevue and Newport High Schools to review a communication CTE program and a high-end information and technology CTE program at these respective schools. Jackson HS Telescoping Seating (complete)

August 18, 2024: The new telescoping seating has been installed and is operational.
May 1, 2024: The bleachers and gym floor have been removed. The flooring contractor has materials on site and will begin to install plywood next week.

November 9, 2023: We are under contract with KCDA and Nor-Pac Seating in anticipation the project will commence at the end of the school year.
Madison ES Replacement

Description
This project includes demolition of existing school buildings, covered play area and site amenities. The new construction will be steel with masonry and metal exterior cladding with a membrane roof and includes a 5,000 SF covered play area. Site amenities include parking for approximately 125, a parent drop-off/pick-up loop, bus loop and parking for 10 buses, hard play/soft play areas and a grass playfield. The capacity of this school will be increased by adding four additional new permanent classrooms and the school will be fully occupied during construction.
Updates
September 3, 2025: The Ed Spec document was accepted by the board of directors at their August 19, 2025 regular board meeting. The architect will be presenting preliminary site plan designs later today.
August 8, 2025: The Ed Spec document has been submitted for approval at the August 19, 2025 regular board meeting. Soil borings have been completed and the report is being written. Preliminary results are considered favorable. The architect’s contract is ready for signatures.
As of July 1, 2025: The draft of the Ed Spec document is being reviewed with intent to submit it to the school board at their August meeting. The contract for the architect is being drafted.
June 2, 2025: All Ed Spec meetings have taken place with excellent participation and input. The team is scheduled to follow-up with the three stakeholder groups who were unable to attend the Round Robin sessions. The architects have begun work on the report.
May 5, 2025: Five of the seven Ed Spec Committee meetings have been held, and the group is making excellent progress.
April 2, 2025: The second Ed Spec Committee meeting on March 19 consisted of committee members touring Lake Stevens Elementary, Parkwood Elementary and Tambark Creek Elementary.
March 5, 2025: First Ed Spec Committee meeting.
February 3, 2025: The Ed Spec Committee roster is in the final stage of completion in preparation for the meetings to begin later this month. Traffic counts have been obtained for the traffic study, as planned.
December 2, 2024: Dykeman is under contract for the Educational Specifications. Also, The Shockey Planning Group is under contract for land use planning services, and as part of that, the traffic engineering study will begin later this week.
Penny Creek ES Playground (complete)

Description
New electronic reader boards are being installed district wide, in phases over the next two or three years. Phase one installations, which are complete, include Cascade HS, Hawthorne ES, Silver Lake ES and Silver Firs ES. Phase two reader boards include Emerson ES, Garfield ES, Jefferson ES, Penny Creek ES, and North MS. Phase three reader boards include Jackson HS, Gateway MS, Sequoia HS and Evergreen MS. Design of subsequent phases will begin in 2024.

May 7, 2025: Electrical work at Mill Creek ES is complete.
March 12, 2025: The district has received a permit for the reader board at Mill Creek ES. District staff will obtain an electrical quote and finalize landscaping plans. At Sequoia HS, we are working with an architect to assist the district with permitting, landscaping requirements, public notices, property line setbacks, and unconforming existing signs on the property. We are also in the same process at Whittier ES.
February 11, 2025: The district is working on reader boards for Sequoia HS, Mill Creek ES and Whittier ES. The reader board design for Mill Creek ES has been approved and currently in for permit approval. We are working on the electrical design and drawings. Sequoia is still in permit process. We are starting the design for Whittier’s reader board this month.
December 1, 2024: District is working on reader boards for Sequoia HS, Mill Creek ES and Whittier ES.

April 11, 2023: Reader Boards have been installed at Jefferson ES, Emerson ES, Garfield ES and North MS. Penny Creek ES installation is pending. Design for Sequoia HS, Gateway MS and Evergreen MS is under way.
February 13, 2023: Phase One reader boards are complete at Cascade HS, Hawthorne ES, Silver Lake ES and Silver Firs ES. Phase Two reader boards are underway, with electrical installation complete at Penny Creek ES, Emerson ES, and Jefferson ES. Electrical installation is scheduled for Garfield ES the week of February 20. Surveying of the property line at North Middle School is underway to ensure proper placement of the new reader board. Phase Two reader boards will be installed this spring and summer, depending on the delivery schedule. Phase Three will include new reader boards at Sequoia HS, Gateway MS, and Evergreen MS and Jackson HS, and is in the planning stage.
December 21, 2022: Phase One reader boards are completed at Cascade, Hawthorne, Silver Lake and Silver Firs. Phase Two reader boards at Penny Creek ES, Emerson ES, Garfield ES, Jefferson ES and North MS are expected to be installed in winter/spring of 2023. Conduits were installed under the parking lot of Penny Creek during winter break. Phase Three reader boards will be installed at Sequoia HS, Gateway MS, Evergreen MS and Jackson HS by the end of 2023.

Penny Creek ES: The district, with the architect, roof consultants and Wayne’s Roofing has completed investigation removal of areas of the roof to determine the scope of work for the upcoming summer. It has been determined necessary to overlay the existing sheathing. The architect is working on finalizing the bid documents.
North Satellite Bus Facility: The design team, a structural engineer and a hazardous material testing company has completed their onsite inspection and we are awaiting their report on the existing roof condition and scope of the necessary work

Description
A new access control system will be installed on several doors at both Cascade HS and Everett HS.
Updates
July 15, 2024: Everett HS is complete except for fine-tuning programming and panel inputs. The team met to discuss implementation of the access control system prior to activating the system (key card assignment and staff level assignments). Cascade HS work has started off very strong. Wire has been installed to new control panels in all buildings with a good percentage of wire pulled to the doors that will be electrified. Electrified door hardware is more than 90% complete campus wide.
May 1, 2024: Everett HS Main building lockdown buttons are wireless repeaters have been tested. Grand Stream phone installation and trim in the Main building are yet to be finished. Electrified hardware will be installed building by building starting on June 24. Ewing anticipates electrical work to begin at Cascade HS in June.
March 1, 2024: The wiring to all of the doors has been completed at this time with the exception of the main building. The security system sub-contractor has installed and programmed all of the control panels for each building on campus. Wireless repeaters for the remote lockdown system have been installed. We are waiting on an ETA for electrified door hardware (hinges & exit devices).
November 1, 2023: The work continues at Everett HS with electrical routing almost complete. The bulk of the door hardware and card key controls will be installed over the next couple of months. The Cascade HS project was put out to bid and will be put to the board for approval at the November 28, 2023 board meeting.
July 1, 2023: A contractor has been selected and a contract has been issued. Work is anticipated to begin in the next week at Everett HS.
April 11, 2023: Cascade HS remains in design phase. A security contractor has been out to Everett HS to inspect existing conditions prior to bid.
December 21, 2022: The preliminary design is complete and under review.
October 25, 2022: The project is in design.
Secure Locksets and Keying Systems

Description
New locksets will be installed on all classroom doors district wide for improved security. This project will be phased in over the next four to five years.

June 9, 2025: Work is scheduled to begin on June 23 starting with Everett HS.
May 7, 2025: Phase 2 went to bid and Cascade Door & Hardware is under contract. Submittal review was completed this week. On schedule to install the new door hardware over the summer.
April 2, 2025: Bid invite for phase 2 going out this week for summer installation. Hawthorne & Garfield ES will receive toggle hardware only over spring break.
March 11, 2025: Site walks with door hardware consultant was completed in February and March. Final bid drawings are in progress with an architect and spec writing in progress with a hardware consultant. Installation of toggle locksets will happen at two elementary schools over Spring Break. We are currently working on identifying locations with the current stock count we purchased from Bellingham SD.
February 1, 2025: No new updates.
December 11, 2024: Finalizing hardware locations for Everett and Sequioa HS and Evergreen MS.
September 2024: Phase I (Cascade and Jackson HS) completed.
July 15, 2024: Project went out to bid on June 27 with bids due July 16.
May 1, 2024: Architect is working on revising drawings after initial mark-up from district. The next step will be to finalize identifying doors that will be modified to secure locksets (toggles & panic hardware that can be secured in case of lock down). Based on hardware availability, the goal is to have the security door hardware installed this summer at Cascade and Jackson High Schools.
March 1, 2024: We have increased the project to include Jackson HS, Cascade HS and Everett HS and are working with an architecture firm due to the scope of the project.
November 1, 2023: no new updates.
July 1, 2023: no new updates.
April 10, 2023: District staff have performed an onsite inspection and review of the existing locksets at Jackson HS to inform the types and amounts of hardware needed, and to assist in the development of an initial keying plan for Jackson HS.
Project design will begin in January 2023.
Fencing Installation – Everett and Cascade HS (complete)

Description
Install new security fencing at various locations on the Cascade HS campus, and between the Everett HS main building and Little Theater.

June 12, 2025: Project complete.
May 7, 2025: Existing gate between buildings 4 & 5 is being replaced next week along with stops at all gates. Anticipated 100% completion next week (May 12 – 16).
February 11, 2025: Fencing installation to begin this week and is anticipated to be complete around February 21, 2025. Gates will be installed the last week of February and will be left in a passively operational state until all hardware and access control devices are installed and functional around the middle of March.
December 1, 2024: Partial electrical infrastructure installed at Cascade HS. Fencing and access control hardware ordered and installation to begin in a few weeks.
September 9, 2024: Everett HS is complete.
July 15, 2024: The contractor has received the gate hardware and is fabricating the gates for Everett HS. Staff are in the process of preparing bid documents for Cascade HS, with an August bid date.
March 1, 2024: A contractor has been chosen to install the new ornamental fence at Everett HS. This work is tentatively scheduled for spring break. Cascade HS fence will be bid in March or April.
November 1, 2023: Open houses were held on October 4, 2023 at both Everett and Cascade High Schools. The fencing plans were presented in a slide show that included site plan details, fencing images and facts about the project. Installation of Everett High School’s fencing is anticipated for spring of 2024. Cascade High School’s fencing is anticipated to go out to bid winter of 2024.
July 1, 2023: District staff will hold an open house to solicit the public's input on the design. The date for the open house is yet to be determined.
April 10, 2023: Design development continues. The work is intended to take place summer and fall of 2023.
December 21, 2022: Review of construction drawings is underway.
October 25, 2022: The project is in design.
Silver Firs ES Flooring Replacement

Description
The project includes removal of the existing floor coverings in the classrooms, hallways, and cafeteria; and installation of new floor coverings in the above listed spaces.

August, 2023: Project is complete
July 1, 2023: The contractor is well underway with demolition of the old flooring and installation of new carpet and rubber flooring in the classrooms and corridor in C building.
April 11, 2023: The district is under contract and anticipating the commencement of the work at the end of the school year.
February 13, 2023: District staff is finalizing the flooring selections and bid drawings for the project which will take place summer 2023.
December 21, 2022: The first meeting with school staff has taken place and design concepts have been presented. Another design meeting will take place in January for material selections.
December 6, 2022: District staff are currently working on material selections with the design team and the school staff.
October 25, 2022: Design will begin in November.
