Early Childhood Education & Assistance Program (ECEAP)

Everett Public Schools Early Childhood Education and Assistance Program (ECEAP) is a state-funded, free preschool program for qualifying children and families. ECEAP is a comprehensive preschool program that partners with parents to support both student learning and the whole family.

ECEAP has three main parts to the program:

Preschool services

ECEAP focuses on preparing children for kindergarten and success in school using a “whole child” approach. This includes social-emotional skills, language, thinking skills, and physical development, as well as academic skills such as literacy and mathematics. Preschoolers learn through play and interactions, so during class children will have a meal as a group, large group/circle time, small group opportunities, and ample time to make choices about their play, both indoors and out.

ECEAP Enrollment Application

To qualify for ECEAP, families must meet eligibility criteria based on income, family circumstances, and other factors. There is an application process to determine eligibility.

Answer these questions to help decide if you should apply:

Is my family’s income limited? If your family qualifies for basic food or free/reduced-price meals, you may be eligible.
Has my family’s income changed recently? A significant income reduction, such as job loss or family separation, may qualify you.
Are there other circumstances affecting my child or family? This includes issues like homelessness, foster/kinship care, CPS involvement, health concerns, developmental delays, or being a dual language learner.

As part of the application process, you will need to provide documents to verify your family’s annual income, child’s date of birth, and their immunization records:

Proof of all annual income for your family (send all that you have):

2025 tax return - 1040 form, all pages
12 month TANF payment history
12 month SSI payment history
12 month child support payment history
Foster Care statement
Other income documentation as requested

Documentation of child’s date of birth:

Copy of birth certificate
DSHS letter with date of birth listed
Copy of passport

Copy of child’s immunization record

What if I need an interpreter?

Is transportation available for my child?

If your family lives within the Everett Public Schools boundaries, efforts will be made to provide transportation, when available, following our transportation department guidelines. Your child will need to attend the nearest ECEAP program, as determined by transportation, in order to be considered for transportation. You are always welcome to attend a different location if you prefer to self-transport.

My child has excelled so much in the last two years of him being in ECEAP. He’s able to speak with people with ease and make new friends wherever he goes. He knows how to vocalize when something is challenging and he’s needing help.
The ECEAP teachers helped us help our son. They gave us the run down of what he needed to work on at home and always informed us on what he was excelling in. They always gave us the time of day when we had questions or concerns.
ECEAP helped us see confidence in ourselves and set goals for our child and also for ourselves.
