Strategic Plan

The strategic theme supportive culture where each student is engaged, thrives and values learning focuses on each student's experience with learning - both by making learning meaningful but also removing barriers that prevent students from being fully engaged. This is where social-emotional learning (SEL), restorative practice and culturally responsive tenets live, as well as positive behavioral interventions  and support (PBIS).

• Expand the opportunity for each student and staff member to experience positive relationships that support students' holistic needs
• Create research-based, culturally engaging opportunities where each student feels safe to engage and socially identify

• Establish differentiated and equitable resource practices that prioritize schools and student groups with the greatest needs to reduce barriers to learning
• Implement districtwide a data-informed tiered intervention system to reduce chronic absenteeism
• Implement districtwide systems that strengthen student sense of belonging, safety, and culturally responsive learning environments

The strategic theme effective instructional practices addresses instruction, ensuring that we have effective practices in every classroom that meet individual student needs using research-based practices. This theme includes:

• Ensuring our instructional practices/models/frameworks are current and evolving and vertically aligned
• Redesigning and fully implementing multi-tiered system of supports (MTSS)
• Effective use of universal design for learning (UDL)
• Establishing consistent grading and assessment practices across all schools and grade levels

• Increase staff capacity to meet the needs of each learner
• Establish personalized learning opportunities for all students

• Define and communicate a shared vision and clear expectations for high quality instruction through evidence-based practices and ongoing staff learning that supports rigorous, engaging, and culturally responsive student learning
• Build districtwide capacity to support multilingual learners and students with disabilities through coordinated professional learning
• Develop staff expertise and capacity in high-quality mathematics instruction, including the use of assessment, data-informed instruction, and differentiation strategies
• Enhance personalized and rigorous learning pathways including advanced coursework, dual enrollment, IB, career pathways, and trade-related learning opportunities
• Assess and refine highly capable service models to increase access, rigor, and student engagement

The strategic theme equitable access to resources to support student learning will ensure that whatever school or classroom serves our students, or whatever area of the community they live in, they have access to the appropriate resources to meet their needs and interests.

• Refine and enhance a vertically aligned curriculum system with clear pacing guides, assessment expectations, instructional resources, and culturally responsive supports across grade levels and content areas
• Collaboratively establish districtwide a common assessment system
• Strengthen equitable access to high-quality early learning and preschool programs and align them to P–5 literacy and numeracy initiatives
• Develop and expand dual language programs and inclusive instructional models to increase access to high-quality learning environments for diverse learners

The strategic theme consistency and accountability for key processes affecting student success, balanced with differentiation and innovation addresses the importance of allowing individual teachers and school administrators to be innovative and use differentiated approaches aligned with students needs, while at the same time ensuring consistency in those key processes. This includes:

• Innovation - especially targeted toward student success
• Continuing to invest in common assessments, social-emotional programs and services, and accountability                                                                        for alignment of those key processes
• Expectations and standards for safety
• Developing and monitoring the effectiveness of essential practices and structures that support student success

• Ensure accountability for common district practices and structures
• Increase effective innovative programs and practices
• Ensure consistent practices that promote physical, emotional and identity safety of students and staff

• Develop and implement a process for monitoring effectiveness of essential practices
• Establish consistent expectations and shared accountability for professional learning communities (PLCS) focused on the use of student data to inform instruction, intervention, and decision making
• Create integrated systems to improve workflow and asset management across district departments
• Leverage emerging technologies, including artificial intelligence, to enhance teaching, learning, and operational efficiency
• Strengthen districtwide implementation of PBIS, restorative practices, and behavior support systems

The theme of community engagement will focus on continuing to enhance our positive direction in community engagement, by specifically involving those communities who may have barriers to accessing our typical methods of outreach and communication, as well as those not directly affiliated with the school district. This includes:

• Family and community engagement and support for academic and social-emotional development for all students
• Transparency and two-way communication with all stakeholders
• Culturally responsive outreach and customer service programs
• Embedding cultural competence, equity and accessibility

• Increase the opportunities for authentic partnerships to better meet the needs of students
• Improve the transparency, consistency, and accessibility of system-wide two-way communication
• Develop an atmosphere of mutual respect and trust based on culturally responsive relationships with families

• Strengthen partnerships with community organizations, higher education institutions, and industry to expand learning opportunities and address student needs beyond the classroom
• Create clear and accessible communication systems that help families navigate school processes, learning pathways, and post-secondary planning
• Enhance family engagement practices districtwide that build a sense of belonging for all families

The theme of human capital recruitment, development and retention will ensure that the people within the district are in place, prepared and invested in, in order to accomplish this work. This includes:

• Effective recruitment and retention program with a focus on diversity and inclusion
• Cultivating career pathways and continuous growth opportunities for employees
• Wellness, sense of belonging, engagement and support for employees
• Developing a culture of high expectations, systems thinking and accountability

• Enhance and expand recruitment and retention of a high-quality and diverse workforce
• Promote a culture of learning and well-being for each employee group

• Develop and sustain workforce pipelines and professional learning systems in partnership with universities and community organizations to strengthen workforce continuity and capacity
• Provide job-embedded professional learning, coaching, and leadership development aligned to the district’s priorities and employee needs
