This project includes demolition of the existing school building. New construction will be steel with masonry and metal exterior cladding with a membrane roof. The existing covered play structure will be modernized. Site amenities include parking for approximately 74 vehicles, a parent drop-off/pick-up loop, bus loop and parking for approximately 7 buses, new playground area and grass play field upgrade. The capacity of this school will be increased by adding six new permanent classrooms. The school will be fully occupied during construction.
Updates
July 1, 2024: Work on interior colors and graphics has progressed and a general direction has been agreed upon. Work is underway to relocate the library and two classrooms so those areas are vacant later in the coming school year, when needed. The design team continues work toward preparing documents for bidding the project in the fall.
May 1, 2024: The Value Engineering report has been approved by the school board. Design continues with emphasis on graphic elements and interior finishes. A contract is in place to remove an existing underground storage tank this summer. Planning continues with other elements intended to setup the construction project for success, such as advance purchase of long lead items and selective abatement of the first phase demolition areas.
April 1, 2024: The Value Engineering report will be submitted to the school board at their April 23, 2024 regular meeting. The Mitigated Determination of Non-Significance document for the State Environmental Policy Act process has been submitted. The design drawings were submitted as scheduled. Planning is taking place to prepare the site and set the project up for success.
March 1, 2024: The current cost estimate is 12% higher than the construction cost in the levy. The estimate does reflect several reductions from the Value Engineering process. Staff is reviewing the exterior materials for a potential further reduction. The Conditional Use Permit application has been submitted to the City of Everett. The SEPA process is underway. Plans will be submitted for building permit on March 11, 2024.
February 1, 2024: The design development estimate has been delivered and is being reviewed. Information for the CUP submittal is being compiled.
January 3, 2024: The design development drawing set has been completed and forwarded to the cost estimator. Exterior options have been submitted and are being evaluated. Work continues on the Washington Sustainable Schools Protocol.
December 6, 2023: The design team recently met with user groups to gather detailed feedback on individual spaces within the project. The D-3 form has been submitted to OSPI and the School Construction Assistance Program process is proceeding normally. A meeting was held with the City of Everett planning staff to review procedures and requirements for the project. The design team is evaluating Value Engineering options.
November 14, 2023: Jackson ES Replacement Educational Specifications presentation to the school board.
November 1, 2023: The building location and footprint have been finalized. This information was shared with the community on September 28, 2023 and their input collected. An Eco-Charrette was held to establish a starting point for the Washington Sustainable Schools Protocol. The Value Engineering process is well underway. The educational specifications have been submitted to the school board for their approval at their regular meeting on November 14, 2023 and an update on schematic design will also be presented. Coordination with the City of Everett is progressing well for land use and other requirements.
July 1, 2023: The design team is deep into the schematic design phase of design. Many iterations of a potential site plan have been shared with district staff, with additional refinements to the site plan to follow in the coming weeks. Work at the site is scheduled to begin in the spring of 2025.
April 3, 2023: Five of seven Ed Spec Committee meetings have been completed, as scheduled. It has been determined that the wetland to the south will reduce the buildable area on the playfield; the extent of the reduction is being evaluated.
January 3, 2023: The Educational Specification (Ed Spec) process has begun and will conclude at the end of April. The purpose of educational specifications is to clearly describe the various learning activities to be housed in the school, their special requirements, appropriate locations with the building, and any special requirements that a designer or facility planner would need to consider. The Ed Specs are provided to the design team, and act as a roadmap for the design of the new school.
December 1, 2022: Coordination with the City of Everett continues and planning for the Educational Specification process has begun, with plans to begin meetings in January 2023.
November 1, 2022: The project team is working with the City of Everett to determine the maximum allowable building height.
October 25, 2022: Contract negotiations are underway with NAC Architects. A survey of the property, a geotechnical report, and a hazardous materials survey was completed this summer. Educational Specifications will start in January or February of 2023.
